"Replying to a tenents complaint."

My daughter made a complaint against another tenant in her block which is a new build of 8 flats with only the two in it, she did not want to do this but has had no choice. But to date no one has been intouch with my daughter, then today my daughter nearly fell down a flight of stairs with her baby as this tenant and her partner have chained a bike to the railings of the stair and the baby buggy cought the handle bars of the bike, which are sticking out onto the steps. It would be very good if the housing officer could remind this couple that they dont own this block of flats and must go by the rules! .
